The PPA model stands for the Power Purchase Agreement model. Under the PPA model, the power purchaser provides space (land, rooftop, etc.) on which the PPA provider installs and operates a photovoltaic system for free. At the same time, the PPA provider measures the amount of power used and charges accordingly, while the power purchaser pays for the electricity bill.
